Bush has everything to do with this bill and if you can't see that it's you who is deluded.
Bush will eventually either sign stricter legislation or have to sit and cry when his veto is overidden.

Bush will eventually either sign stricter legislation or have to sit and cry when his veto is overidden. Far more likely that if the house version would go through,then he would sit and cry than sign the bill.

Specter has stated that he is introducing the bill to preserve his authority.
He stated that he pulled parts from other bills and doesn't necessarily agree with everything in his bill.
