Makes me wonder if there will be some sort of investigation to learn who got those children and demand that they be returned.

Makes me wonder if there will be some sort of investigation to learn who got those children and demand that they be returned. That would certainly be nice, but considering China's track record on human rights as well as abortion and the general lack of value given to human life there, I will not hold my breath.
I sincerely hope that I will be proven completely wrong and they will do a mammoth investigation and fully prosecute all concerned

Being an adoptive parent that has two daughters from China. There isn't any way that the children will ever be reunited at this point. The process is final! However, that being said, the system has to have transparency across the board to keep this from happening in the first place.
My experience is that many people in China know that a child adopted by a western family will be better off living outside China. This doesn't excuse child stealing or selling that probably occurred in this case.
One last thing, my youngest daughter is from Hengnan but not from the orphanage in question.
