Or....here's a better solution. How about a complete ban on Peacekeepers in areas occupied by prostitutes? Apparently "Off Limits" doesn't have the same meaning at the UN that it does in the US military.

So 295 cases is "too high". What number of sexual assaults, pray-tell, is acceptable? Shouldn't the message be, "This is unacceptable behavior, ever!"? Or would the UN be OK with picking out 20 or so young girls and informing them that sexual assault on them is acceptable, because the number is less than 10% of what it used to be?

It's apparent that the UN believes it will have better luck controlling the people of the nations it occupies than it will in controlling the people it employs and/or work on their behalf.
