South Africa was pulling that same stunt not too long ago. They got serious about reform when we started to pull on their purse-strings.
Oh, it started long before that. It started before the Roman Empire and continued up through...well, it's still going on in Central Europe. Interspace that with the periodic pograms of Jews (the Nazis just took it to new levels) and Europes history is pretty much one of regular warfare.
