Stabbing is certainly harming. Marijuana is harmless.

The use of marijuana is non-fatal under any circumstances. Nobody has ever overdosed from marijuana use. Do you admit that it is harmless?
I'm waiting for you to pick the totalitarian country of your choice. I know you would like total government control and you enjoy seeing the jackboot on U.S. citizens' necks but many on this thread don't.
There are other countries that have an even heavier government jackboot for their citizens' necks. Pick one and we will be more than happy to see that you reach the destination of your choice.

As for what I think "failure" means;
I think 34 years of spending the entire Social Security Trust Fund on a "War" against citizens that are going to get high at times, regardless of the opinion of others, without any impact on overall use; is obviously a FAILURE.
But then there are as many ways to define the WOD as a failure as there are intelligent people.
