I don't think the government has any right to restrict speech in any fashion whatsoever, save to restrict the dissemination of classified data.

otoh, freedom to speak does not equate to a freedom to demand and compel a venue or an audience. If an idea is rubbish, the public and any private concern should be unquestionably allowed to treat it as rubbish and spurn it.

Even this should require a concise amendment... the National Security Act and executive powers are so broad there is a large number of potential avenues of abuse...
