Steam dissipates quickly, smoke doesn't. If it goes up and disappears, it's steam. If it fans and continues to get more hazy it's smoke. As to color, there are lots of variances, but generally darker is worse.

And that's probably what was burning. Street people keeping warm, burned a little too much paper.
Insurance fraud for the NYT troubles, that's a bit out of proportion. Bankruptcy easier.
