When I was there the Emir of Abu Dhabi held the office office of president of the UAE (which was more of a confederation) and the Emir of Dubai was vice president or some other title. Each emirate had its own armed forces. I worked next to the hanger where the Emir's 747SP was parked (he may have had two of them). Lots of Yemini mercenaries with sub machine guns who did not even like you to look at the hanger.
