Section 8, general welfare clause. Just because that clause has been abused to justify all manner of abominable wealth-confiscation-and-redistribution schemes, doesn't mean that the clause is no longer a real part of the Constitution. I don't regard it as an abuse for the federal government to facilitate voluntary donation programs, for a charitable purpose which has proven very difficult for the private sector (and state governments) to handle efficiently and effectively.
Who pays for the manpower that goes into administering such a fund? I suspect that my taxes will. What if more federal employees are hired to administer the fund? Would that not feed Leviathan?
