I'm generally not in favor of them either, but there are way too many situations where a responsible working family with medical insurance that they've been paying for, gets wiped out financially by something like this. And by leaving the gap-closing to private ad hoc donations and fundraisers, those routes are legitimized in a way that enables scammers to mimic them easily.

Federalizing charity hasn't shown to be a deterrent to scammers. And it isn't Constitutional either.
