This doesn't surprise me. Philadelphia, Rendell's home town, is probably the most corrupt in the Nation since New Orleans isn't a player any longer.

I think Philadelphia is second; Washington, DC is first.
Any of the One-Party Democrat cities will be electorally corrupt. Democrats cannot hope to retain power any where elections are honest. They are like Socialists and Communists in this regard; except that they do not openly murder their political opponents.
Murder would be too honest. Character assassination, slander and libel is a Democrat's style.
