"Dubai" is buying this. Dubai is one of the seven Emirates in the United Arab Emirates.

I understand that the Country of Dubai is run by the descendants of Shiekh Maktoum bin Hasher al-Maktoum who opened the port in 1894 to trade. It is now a part of the United Arab Emirites.

The leader of the United Arab Emirites is President KHALIFA bin Zayid al-Nuhayyan. The CIA world fact book is a "keen supporter of the regional policy of HH Sheikh Zayed, in particular in terms of promoting solidarity between the Arab states, Sheikh Khalifa is firmly committed to support of the Palestinian people and also of moves designed to promote and restore stability in Iraq."

Only 6% of the income from Dubai is from oil. The rest comes from the Jebel Ali Free Zone, which provides warehousing and distribution facilities to international and local companies.

This is not the normal "country" buying anything, it is a bunch of rich individuals, who need not state their elegances, because they are a part of a larger federation called the UAE, and they are as unknown and opaque as can be.
