State Treasurer Phil Angelides, Democratic candidate for governor, sees progress along a swampy wetlands corridor his company built in a Folsom housing development nearly two decades ago.
Before he arrived, he said, cattle trampled the earth beneath Lexington Hills.
"I don't know if you know what cattle does to land ... ," he said. "They stomp it, they eat everything, they eat all the vegetation."
Federal officials, however, thought Angelides did his own damage to the property.
In 1987, they found he filled in wetlands and rare vernal pool habitat in violation of the federal Clean Water Act, records show.
Today, as he runs for the biggest political office of his life, Angelides is touting his environmental credentials to court green-leaning Democratic primary voters. He claims 70 environmental endorsements and provides a sheet of environmental awards he has won, including a 2003 Environmental Leadership Award from the California League of Conservation Voters.
In a 2005 letter to supporters, his campaign declared him the "most accomplished and innovative environmental leader ever to run for governor of California."
Yet Sacramento environmentalists who have watched him the past two decades are divided over that assessment.
Some former detractors believe the 52-year-old Angelides has evolved into an environmental champion since his early days working for the region's biggest developer, Angelo Tsakopoulos. They particularly laud his efforts as treasurer, which included pushing California's pension funds toward "green" investments and helping finance urban infill.
"Phil's environmental credentials without a doubt are not just head and shoulders, but planets, above everyone else," said David Mogavero, a Sacramento architect and former Environmental Council of Sacramento (ECOS) president. I like green investments.
Another pretty face. Have you ever met an ugly politician? This is what the media has done to us. You have to look good on camera to get elected.
If you think Angelides is good looking, you need glasses.
I think your "green" investments are not quite what he has in mind. ;)
