A little coached perhaps, but that area - under intense infiltration by Turkey with clandestine intel and special forces personnel from Turkey and through local Turkic Iraqis - had to deal with Turkish motivated and funded 'insurgents" and saboteurs aimed at destabilizing the Kurds. Basically to prevent any unification into a new independent State of the Turkish, Iraqi and Iranian Kurds.

The US forces helped stem the terrorists so the mayor would be truly grateful and military speak would have become part of the local "English", so this may not be as unusual as it seems at first glance.
