Buying goodwill? You can buy a fair-weather attitude that appears to be goodwill...but in the long run you must *earn* goodwill. And people you give long-term what amounts to welfare will *hate* you eventually.

I lived in San Francisco from the late 50s to 2002 and the politics of the city has always been a joke.
