Russia still has a blue water fleet. They don't have much in the way of carriers, but all Russian ships carry tactical nuclear Sunburn missiles. There is one Russian carrier right now, with two or three expected on line by next year.
Also, Russia has the best attack subs in the world. They are very hard to find.

Bush went to Bejing this winter, and was totally humiliated. Every usual compromise or political prisoner courtesy was thrown back in his face. I expected him to have a few of the scales fall off his eyes after that, but he comes back and his State of the Union speech just recycles the same old tired, debunked, and defeated foreign trade rhetoric...and calls for us not to be "protectionist."
It appears he really didn't even apprehend how much he was ridiculed and laughed at behind his back in China.
I conclude his advisors are all yes men...or women as the case may...especially Condileeza. They are not telling the President frankly that the "Emporer has no clothes", and that the phoney free trade...a total PRC manipulated playing field... is the method by which they were stripped off him...and given to the PRC's Communists.

These two new classes should easily eclipse anything the Russians have yet deployed...who are still playing catch-up... And for what reason are they even trying?
That being said, there is a distinct whiff of over-confidence in the Administration, which is budgeting rather penuriously for the future of ASW, inclusive of new attack submarines:

Faster and deeper-diving, but American subs are still quieter.
Although Robert Zoellick (who was supposedly going to toughen things up in this article) just absconded to Goldman Sachs on June 16th, less than two months ago...from what I have seen the Panda-Hugging he did and of the phoney Realists in Foggy Bottom continues unabated...
Note that the article thought Zoellick would toughen things up for the Chi-Comms...but now he leaves Foggy Bottom's #2 post, to go to Goldman Sachs...which is one of the most conflicted and invested in the PRC. They deploy the largest flottila of Heavy Duty lobbyists for unabashed, totally unprotected China Apologetics of any entity I have seen in the U.S...bar none. And that includes the lesser import lobby of the BigBox importers. I have reason to believe that a number of their folks may be right here trying to spin FR itself.
We are finally waking up to the threat that the Russian/Chinese Axis poses to us.
