Because every other country does, save for Kazahkstan, Italy and Switzerland (who has only 2 NHL'ers on their roster - both Canadian born - one is DiPietro who hasn't played an NHL game in 10 years).
As an AP report said, "...the Swiss beat the near equivalent of an NHL all-star team with only two NHL players in their lineup.".
Well, it certainly isn't helping the Americans.. now is it??
Plus, the Russians circa 1980 were a hell of alot better than the NHL teams they have nowadays and those pesky little college kids still beat them because they were an actual team, not a bunch of NHL players thrown together at the last minute.
