I knew someone was going to post what I was thinking. And I bet we both know the answer. Not that if they were rebuilding Manila to replacement value circa 1945 it'd cost them much, anyway.

yes, but are they gonna pay reparations???One of my Filipino friends told me that as far as he knew, the Japanese have been paying reparations for decades, though I can not independently verify that.
