Under the Constitution the state governments are powerless to affect it except through approval of amendments. ALL other actions contrary to it are invalid on their face. The state governments were removed from the Constitutional decision by requiring the appointment of a convention to ratify it. This was done explicitly so that the legislatures could not de-ratify as those of the South tried in 1860-1.

Once again the wisdom of the Founders trumps evil-doers. Those same designing, self-seeking men that Washington's Farewell Address was directed at.
