Section 10. [1] No State shall enter into any Treaty, Alliance, or Confederation.
Once a State secedes it is no longer a member of the Union and no longer subject to the Constitution. That Section is included to prevent States (within the Union) from independently entering into Alliances, etc. with other countries. It has nothing directly to do with the States' status as actual members of the Union.
