CA: Governor to push global warming fight - Bold policy gambits foreseen to lower greenhouse gases

Gov. Arnold Schwarzenegger's administration is expected this month to release a far-reaching proposal to combat global warming that calls for increasing the price of gasoline to fund research into alternative fuels and requiring industries for the first time to report the amount of carbon dioxide and other greenhouse gas emissions they produce.

Nine months ago Schwarzenegger garnered international headlines by calling for California to mount an aggressive effort to address global warming. Now he faces the difficult part: shepherding new policies into place that could affect every car owner, farmer and big industry in the state.

The proposal, drafted by the governor's senior environmental advisers, has both business groups and clean-air advocates girding for a fight in Sacramento that could have profound national environmental and political implications. With President Bush reluctant to steer federal policy toward lowering greenhouse gas emissions, states and cities have taken the lead on what most environmentalists agree is the most critical issue facing the planet.

Sources at the state Environmental Protection Agency -- which is charged with writing the recommendations to achieve Schwarzenegger's goals -- say the proposal will call for a new charge on petroleum equal to less than a penny per gallon of gasoline. Conservative activists have begun to complain about the idea, branding it a gas tax.

The proposal could be released just before the state Republican Convention, which begins Feb. 24, where GOP activists already are preparing to debate resolutions condemning other Schwarzenegger proposals they disagree with.

In a speech before a U.N. environmental conference in San Francisco in June, Schwarzenegger said there is no denying the threat of global warming and set short- and long-term targets to reduce emissions of gases....

Katherine McLane, a spokeswoman, declined to comment on whether the governor supported a new charge on gas or forcing new mandates on business, but said the report, and meeting Schwarzenegger's targeted goals, are a top priority.

That's it, Ahhnold does not get my vote....I will just stay home. Man caused Global Warming is humbug.....but even more pathetic are the feeble attempts to stop a warming trend that is going to happen no matter what Man does.

Governor Arnold Schwarzenegger today announced greenhouse gas (GHG) emission reduction targets for California at the United Nations World Environment Day in San Francisco. The Governor signed Executive Order S-3-05 which establishes these GHG targets and charges the California Environmental Protection Agency secretary with the coordination of the oversight of efforts to achieve them.

“California will continue to be a leader in the fight against global warming and protecting our environment. Today I am establishing clear and ambitious targets to reduce greenhouse gas emissions in our state to protect our many natural resources, public health, agriculture and diverse landscape,” said Governor Schwarzenegger. “By working together we can meet the needs of both our economy and environment. Together we can continue California’s environmental heritage and legacy of leadership in innovation in cutting-edge technology.”

The targets the Governor announced today call for a reduction of GHG emissions to 2000 levels by 2010; a reduction of GHG emissions to 1990 levels by 2020; and a reduction of GHG emissions to 80% below 1990 levels by 2050.

There's not enough in this article to actually make a call on what Arnold is proposing. CA Repubs have tried for 15 years to do something like this along the CA coastline; and been halted via partisan politics.

There just isn't enough in this article to slam Arnold. Angelides went into specifics; and his plan is obvious.

How about a 1 cent hike on fuels in California, gasoline specifically? .. not sure if others will also be affected.

I love how the big borrow&spender defenders can overlook everything at the risk of seeing and having to acknowledge anything unseemly happening in California politics.

Misleading title and article, implying what Arnold will do. Then way inside the text, almost at the end, they finally mention:

"What Schwarzenegger will do with the final report remains to be seen. Many clean-air advocates were disappointed that the governor didn't mention the issue in his State of the State speech last month. "

Also, people should look at what Angelides promised he would do, in short, wreck the CA economy in the name of environmentalism.

Not to mention Angelides' other policies:

"Angelides calls himself a champion of "progressive values." As state treasurer, he has pushed public pension funds to dump tobacco stocks, invest in urban renewal projects and pressure corporations into cleaning up the environment. A close ally of labor, he also supports abortion rights, gay marriage, gun control and driver's licenses for illegal immigrants.

If he makes it into a general-election race, his call for increasing taxes could pose problems; Schwarzenegger has been steadfast in opposing higher taxes. "

Arnold, Arnold, what on earth are you doing? If you keep this up you will not win the GOP nomination. As a lifelong Republican, I want to support you, but it is becoming increasingly hard to do. By up setting your base you are getting yourself in big trouble.

You are correct with respect to any increase in fuel prices.

The Governor released a statement this morning:

"I want to clarify that Governor Schwarzenegger has not proposed nor does he support an increase to the gas tax. The Climate Action Team is an advisory panel tasked with developing recommendations that will aid in fighting global warming. The Governor is prepared to receive their report and review their recommendations to reduce greenhouse gas emissions. Combating global warming and protecting California's environment is a priority for Governor Schwarzenegger and he will continue as a leader in this front."

It's simply premature to speculate on the gang's final recommendations. There'll be plenty of time to digest and debate the matter when it's public.

The "carbon fees" that will be on your electrical bill for his Wall Street friends to play with are another matter.
