VP Cheney did not HAVE to notify the police - the police were with him, aka SECRET SERVICE. They, SS, contacted the local police within a short time. (I have read 10 minutes to under an hour.) There was a press release from the Kenedy County Sheriff's Dept.
VP Cheney did not HAVE to notify rescue personnel - he travels with his own medical personnel PLUS an ambulance. Said ambulance was used to transport Mr. Whittington to the local hospital. He was latter choppered to a large hospital in Corpus Christie.
