"Culture of skulduggery?!?" It means: "Crafty deception or trickery or an instance of it."
I don't know how it relates to a RAT resigning from a race. I guess Washington tricked him into withdrawing.

Here's how it relates....
Last year, after President Bush picked Ohio congressman Rob Portman as US trade representative, opening a seat in a Republican district, this Iraq War veteran Hackett, running as a democrat, tried to win the special election held there.
Harry Reid and John Kerry, among others, convinced him to run. They were ecstatic that they had a certified "war hero". Hackett ran a national campaign to raise funds (both for himself and other Democrats) from far left liberals that attacked Bush vorciferously and personally. Very over the top. The man berated his mission, the troops in Iraq, said the insurgents were winning, Bush lied, no WMDs, etc, etc. Typical Bush bashing left wing stuff. Meanwhile Hackett campaigned locally far differently. He tried to appear as a Bush supporter and war hero, or at least Bush neutral. He still lost. The district usually went overwhelmingly republican, drawing about 60% of the vote. Hackett lost 51%-49%. The democrat leaders hailed his loss as a victory! Saying how he cut the republican tally down proved that Bush was wearying the people. Rush Limbaugh even joked about it, encouraging the democrats to have many more such "wins" in the future.
Now the ironic thing now was Hackett was going to challenge Mike DeWine for the senate seat from Ohio. The same Dem leaders who pressured and encouraged him to run last year were demanding he step down this year. The were even gearing up their slander machines to smear Hackett. So he dropped out. Hackett wrote an op-ed describing what happened to him. He said the Dem leaders have recruited 57 Iraq war veterans to run for Congressional seats as Dems, because they think they'll have heroes without the "soft on national security " reputation today's democrats have. Hackett wrote that the leaders will screw them as soon as they're used, like he was. Har!
Further proof the Dems are in complete disarray. Dean is trying to staunch a revolt from the far left barking moonbats who were threatening leaving the party after so many Dems wouldn't filibuster Alito. Now they have a new sore point over Hackett.
Personally I love it.
