I'm not disagreeing with you per se, I just don't see the connection. If Cheney had some control over local fees, I would, and would support their elimination.
I think most hunters avoid getting caught. As long as you stay off state and federal lands, typically you're OK if you're missing something like that. My game warden friends, who are constantly arresting folks for drugs, use the lack of a license or the lack of a stamp as their probable cause.
It gnaws at me that something that I consider such a fundamental American right is so overly regulated. And it's not local, at least not here. It's state and federal regulation.
