The shot shell size determines how big the pellets are. My bird hunting hubby says Cheney was probably using #9 shot for quail, which are small pellets, but there are a number of shells that can fit into a 28 guage. The higher the shot shell size the smaller the pellets.

#8 pellets are 0.09" inches in diameter and there are about 400 to the ounce. Another way is to say 90 mils, just a tad smaller than a tenth of an inch.

#9 is smaller, #7 is bigger.
