The Admin Moderator usually lets you know before you post an article if it has to be excerpted or not before you check the little box

On the original post, the amazing FR software seems to catch the well known excerpting sites automagically at the time of post, if I recall correctly.

But subsequent reply posts require active admin person intervention, since there is no standard way to say if or where from you are copying restricted content.
