The impression I got from looking at those webpages is that it's OK to do the warrantless surveillance as long as there's not a substantial chance of intercepting the communications to or from U.S. Citizens or legal residents.

I personally have no problem with the program, as some of the sub-humans we're trying to capture or kill may indeed be U.S. Citizens or legal residents. However, all the admin needs to do is notify FISA within 72 hours of initiating the wiretap. If that's really so difficult, why can't there be an attempt to get the law changed (or erased, if it's really unconstitutional)?
