I think it was generally understood that his promise was made in the context of others making similar promises.

LOL! No, seriously, who are you really? His campaign manager? Some sort of staffer or legislative aide? Because I can't for the life of me imagine some regular joe even attempting to make this argument, the one whereby it's okay to be a liar so long as everyone around you is a liar too. I mean really, was his term-limit promise made to his enemies, or to his constituents? Can he even tell the difference between the two any more, or has he been hanging around the den of iniquity so long that it's incumbent upon him to be the most iniquitous one of all?

His constuents? If they felt betrayed, all they had to do was not vote for him. It's a politicians enemies who suffer for his unwillingness to limit his terms. And they had already set the stage. Tough luck for them.
