My bet is that what was given to the house committee has been tagged so that whoever leaks the information will be known.

"It's a different program than I was beginning to let myself believe," said Alabama Rep. Bud Cramer, the senior Democrat on the Intelligence Committee's oversight subcommittee. "This may be a valuable program," Cramer said, adding that he didn't know if it was legal. "My direction of thinking was changed tremendously."

A Republican who wants terrorists to win. FISA is a long range law that after the prep time looks at designated things. NSA was acting on spur of the moment incidents which could be very short-term and immediate threats.
With proper preparation and lead time FISA is used to setup a surveillance to gather evidence. NSA is looking to stop an immediate death.
Good thing she does not represent me cause she lost my vote on one issue. "Public Safety" - she's against it! As well as Specter and the lot of the 'Broken and spinless back Congress"
