And, how do you know Deutsch's position was a Schedule C appointment?

The position they describe sounds like schedule C. In fact, the plumbook for 2004 lists a PAO position at NASA/Washington headquarters, as a political appointment.

Here's the classification for Schedule C: "Schedule C positions are excepted from the competitive service because they have policy-determining responsibilities or require the incumbent to serve in a confidential relationship to a key official. Most Schedule C positions are at the GS-15 level and below." http://www.opm.gov/transition/trans20r-ch5.htm You really think that applies to a 24-year-old copy editor in the NASA press office?
