Doesn't look like that's a complete list, as it only covers high-level appointments.Maybe because that are the only appointments the president makes. Do you really think that the president appoints a public relations specialist to every department in the government. Deutsch applied for the job, probably used his contacts from his work in the 2004 re-election campaign as references. Is it possible that President Bush had an influence on his selection, yes it is. Does that mean he appointed him? NO.

The thing is, there were many PR type jobs (and lower) on that list, and he isn't on there, so that even destroys the thought that this is only a 'high level' list.. This list seems pretty complete for all appointments.
