Sadly, the people who are doing this are the non combat jerks in the rear who don't have the stones to join the combat units or career officers who think we are still at peace and a bad inventory will cost them a promotion. The guys most responsible are those who set the policy of charging combat soldiers for equipment lost in a combat zone.

News flash, the guy didn't go off post during a stateside FTX and left his body armor on the floor of a bar. He lost it after he was wounded in combat serving our country and protecting our kids.
