Why this particular chain of custody? Good question.
I'm of a mind this was an orchestrated leak. Perhaps by the administration. It was given to the House Intelligence committee as it notes. Not a newspaper.
If so, and I'm guessing, then it's about time the administration pressed back about those weapons. They let that "no weapons of mass destruction" go entirely too far.

AYPK, Stephen Hayes said there is a big battle going on in the WH about releasing the already unclassified documents that have been translated. I wonder if this is as you suggest an orchestrated leak or a former analyst who is mad as hell and not going to take it any more.
