"This tempest is ultimately about procedures. If Bush couldn't spy from inside out, he'd spy from outside in. Scotland Yard and others would be happy to help. I would disagree. It's not about procedures; it's about power. The Senate considers this a an opportunity to gain some control over the Executive Branch. Ergo Arlen Specter's posturing. If it were a simple procedures play then you wouldn't see as many RHINO's criticizing the NSA program.
