I think he was just trying to inject a bit of humor.

But the Dems have a big, big problem here. The consensus on the street is that if the Bush Admin used this program against political opponents, then they would be in trouble.

But the Dems winked at the Clinton Admin gathering in excess of 600 FBI files on pubbies - a clear abuse of the laws covering the use of such for political gain. So they have no moral ground to stand on here.

In a way, that's problematic. Any such program needs serious checks and balances, but the Dems are too unhinged to offer anything more than politics against it.
