The law says "any and all actions". The president does not have to be an expert on the law to understand "any and all actions". That language has to meet resistance somewhere. Otherwise it'd be "bye-bye 2nd and 4th amendments."

True, is should meet with resistance. But it should be the form of an amendment to the law. Not to an inquisition of the President for USING the law as written.
