I think it clearly showed that the ball did not cross the goal line.
They had to decide whether to overrule the call on the field, which was a TD, and it appears they thought it was inconclusive. If the ref had not called a TD and it had been reviewed, they likely wouldn't have had enough evidence to overrule. Just my 2.
