Senator Specter is almost child-like in his reactions. The Congress authorizes war, but he thinks they have to mention "electronic surveillance" by name in order for the president to take specific actions? Isn't that kind of like saying they never mentioned "Capture Sadaam Hussein" or "Set up a new Iraqi government" or "shoot that guy over there who's pointing his weapon at a soldier"?
