Double lie. Barankevich is not russian army colonel but former colonel and he is not russian appointee. ZU-23 is neither sophisticated nor russian. ZU-23 is old soviet weapon. Georgia has lot of them.
Good article, except one part - ZU-23-2 is not any sophisticated system.
