The constitution gives me the right to say what I want, but if I say something meant to incite, I need to accept responsibility for peoples response.

She's charged with a breach of the peace. Actions are criminal, not insults.

According to the article, the woman cursed and banged on the window. That's enough in many jurisdictions for a breach-of-peace arrest, regardless of the race/ethnicity of the recipient. As for the charge of "ridicule on account of race ...", however, that sounds like political correctness run amok.
