Warner sure didn't like doing it. He wanted more money to make new programs. Deficits that have to be corrected aren't bad things -- they focus attention on what needs to be funded (though everybody argues about that) vs. what one might like to have funded. I kinda wish that kinda strictures could be placed on both Congress and the Presidential administration. But talk of a balanced-budget amendment has virtually disappeared.
Once again, there was NO deficit. Programs were not cut, they just didn't get increased by the amounts originally projected.
