All of which was a complete fairy tale. The state ended the 2004 fiscal year with a surplus of over $400 million, before the tax increase took effect. That surplus eventually grew to $2 billion, proving that talk of a looming budget deficit was completely false.
One of his successor’s first acts? Another tax increase.

Great article to send to so many who think he has a chance. The one interview I heard, he wouldn't answer any questions about going forward and what he would do in circumstances...so what's new with the D's...just Bush Bashing day and night...does that really win elections? I don't hink so.

Short version...at the end of the fiscal year, all surplus funds are shuttled into the States account at the books start over at ZERO!
As of 2003, Virgina had a $10.85 billion dollar surplus.
For those who'd like to crunch the numbers, this site is from a retired Air Force Lieutenant Colonel of the Air Force Audit Agency.

Warner is far more dangerous than Hillary in 2008. I fully expect him to be the Democrat nominee and if he is, for him to win the Presidency. He'll run as a "good old, Southern Democrat" which is how Bill Clinton won in 1992.
