I don't think it's a funding issue... more like who's been funded... VDOT is missing a chairman.

You can't trust these Governors; they know it is easier these days to run for President from a Governorship, or to have been a former Governor.
Think of:
Jimmy Carter Gov Georgia
Ron Reagan Gov Kalifornia
Bill Clinton Gov Arkansas
George Bush Gov Texas
Gov. Tim Kaine , Gov Mitt Romney, Gov Pataki, Gov Richardson,Gov Jeb Bush, Gov Perry, Gov Warner, These are a few current and past Govs who have raised their heads above the state level and could be possibilities. - tom

Senators have a dismal record in seeking the presidency. To my recollection only Harding and Kennedy made it from the senate. Although plenty of senators have tried.

My posting in this thread did not advocate raising taxes. I meant to imply that judging the State's leaders by the state of the roads was not necessarily appropriate here. Warner had to gut VDOT's budget his first two years in office because of the budget shortfall, and unsucessfully tried to get the locales to pass a local road tax. Then his tax increase got reduced (a ploy in the Assembly) by taking transportation funding out. If the state's leaders are to be judged by the state of the roads, then you have to evaluate what they've tried to do about them. Other than perhaps restructuring VDOT's contracting and accounting, Warner was not able to do much. Isn't that an accurate statement?
Oh, and while we're on the subject, what can I do to lower my real estate tax? Myb assessment has gone up 46% in five years.

This much I'll agree with you on. The only thing Warner accomplished in 4 years was to unneccessarily raise taxes. If the increase was necessary, we would not be sitting on a $1B budget surplus. (And no, budget surpluses are not a good thing. They mean the taxpayer was taxed too much.)
Do your comparisons to other homes in your neighborhood. There should be a process with your county to argue the correctness of your assessment. One of my co-workers successfully got his assessment lowered significantly. I can't remember exactly how much but he went to the county's public records office and got the assessments for the other houses in his neighborhood and was able to prove this his assessment was too high.

Short version...at the end of the fiscal year, all surplus funds are shuttled into the States account at the books start over at ZERO!
As of 2003, Virgina had a $10.85 billion dollar surplus.
