From Rollcall.com

"At the time, the “Gang of Seven” — which comprised GOP Reps. John Boehner (Ohio), John Doolittle (Calif.), Jim Nussle (Iowa) and Charles Taylor (N.C.), as well as then-Reps. Scott Klug (Wis.), Frank Riggs (Calif.) and Rick Santorum (Pa.) — were flush with victory.

They’d been at the vanguard of the push to challenge the then-majority Democrats over the House bank scandal of the early 1990s and to lobby for greater transparency in Congress. The photos taken that night, with the gang posing as tough-guy reformers, were used for a fundraising poster unveiled at the 1992 Republican National Convention. "

I think at one point they went onto the house floor with paper bags over their heads to protest that the discharge petition names were secret so folks could lie that they signed it, or somehting.
