Yes. This sentence was meant (deliberately) to alarm Democrats and the media.
He said a federal grand jury should be empaneled to determine "who is leaking this information."
That means that anyone in government who has broken the law, violated their security clearance agreements, and undermined US national security should be held accountable.
President Bush was clear from the beginning about this, and the CIA Director chose his words very carefully.
This is good news.

You are wrong....this one goes to the leaking of sources and methods....this one they will take to the mat to find out who leaked.
Goss cited a "disruption to our plans, things that we have under way." Some CIA sources and "assets" had been rendered "no longer viable or usable, or less effective by a large degree," he said.
Assets WERE COMPROMISED.....the leaker is in a world of trouble.

I watched it. Rockefeller blamed the leak on the executive branch, AG's office or Justice Dept. I forget who did it be he got his ass handed to him after the accusation.
