Her deparment says they didn't see it coming and she has asked them - the very people who didn't see it coming - to "investigate" why they didn't see it coming. The blind investigate the blind.
Sounds like her Department (like many being re-vamped currently) spent too much time as " sources" passing classified information to the New york 'slime'.
