WASHINGTON (Feb. 2) - The White House and Homeland Security chief Michael Chertoff failed to provide decisive action when Hurricane Katrina struck, congressional investigators said Wednesday in a stinging assessment of slow federal relief efforts.
The White House had no clear chain of command in place, investigators with the Government Accountability Office said, laying much of the blame on President Bush for not designating a single official to coordinate federal decision-making for the Aug. 29 storm. Bush has accepted responsibility for the government's halting response, but for the most part then-FEMA Director Michael Brown, who quit days after the hurricane hit, has been the public face of the failures.

Why is no one putting the blame where it belongs, in Chocolate Nagin's and Blanco's laps?
Does everything from AP automatically get a barf alert? Or are you suggesting that the report from the GAO is not newsworthy, and therefore should not have been published?
Well this story in some form or another only gets printed every other day, thats enough to warrant a varf alert. HHeeeeeerrrrrrrreeeeee comes the Fema didnt do its job story again.
I'm suggesting both.
Probably just me but I find the "barf alert" idea childish an unnecessary.
National Guard troops were offered early on. Blanco declined. She didn't want her state to be over come by troops representing the gov't. That would have shown her weakness. She still dithered on.
I think there was plenty of blame to go around to all levels of government.
Just heard the chocolate Mayor lie thru his teeth and say there WERE supplies stockpiled at the Superdome.
I much appreciate the BARF ALERT......it gives me a chance to take my blood pressure meds.

Not only did BlankO refuse to allow the feds to take control of 'her' national guard, it was reported the other day that there was federal assistance offered to help with the evacuation of the sick and aged from nursing homes and hospitals. That assistance was REFUSED.
Please get the facts. And think long and hard about any president given the power to take over any state's national guard for any reason at all.
This is so bogus. It is the responsibility of the State to provide the first response. Immediately after 9-11 it was the State (and City) of NY that took the lead and then helped coordinate the Federal relief as it came pouring in over the next several months. Had NO been similarly prepared for this much more predictable disaster, we would never have heard a thing about FEMA.
Thanks for the "barf alert", its a good way to ck the talking points of the President's enemies in the liberal press and on FR.
I'd be more inclined to believe this story if the lead subject the Government ACCOUNTING Office (GAO) was not mislabled the Government ACCOUNTABILITY Office.
Just print the press release next time!

Looks to me like you were deceitful and got caught.
I noticed that too (actually I've noticed it several times in recent months). Apparently they've changed the name, and "Accountability Office" is correct. I verified it on the GAO report referenced in this article.
Why aren't the governors, senators, etc. of Alabama, Mississippi and Florida belly aching in a similar fashion to those of LA?
There doesn't seem to be as much interest in finding out the answer to that question as there is tarring and feathering FEMA and the President.
