The word Amnesty is not, but the action he suggest still is. Any guest worker program BEFORE the borders are closed that the illegals kicked out is amnesty. Besides with all the illegals here, how do we know how many more workers we will need.

We had the golden opportunity on 9-12-01.
It'd take another terrorist hit that could be traced to our porous borders.
