I think there is a story in the Bible about you should take care of your parents before giving to the church. Anyone back me up?

There is no such command in the Bible. You should honor God with your giving AND take care of your parents.
The Pharisees would declare all of their possession corban (i.e. "dedicated to God") so as to not have to care for parents. They did not care for their mother and father because they said everything they owned belonged to God. Thus, they blamed God for not having to take care of their parents. Mar 7:9 And he said unto them, Full well ye reject the commandment of God, that ye may keep your own tradition. Mar 7:10 For Moses said, Honour thy father and thy mother; and, Whoso curseth father or mother, let him die the death: Mar 7:11 But ye say, If a man shall say to his father or mother, It is Corban, that is to say, a gift, by whatsoever thou mightest be profited by me; he shall be free. Mar 7:12 And ye suffer him no more to do ought for his father or his mother; Mar 7:13 Making the word of God of none effect through your tradition, which ye have delivered: and many such like things do ye.

This article is yet another example of the sensationalism of WND. Never mind that this measure is to prevent charitable giving from being used as a means to Medicaid fraud. Nope, it's automatically yet another case of persecution of Christians.
