Looks like a good shoot to me.

A. He would not shut his mouth.
B. I never heard anyone tell him get up.
C. You do not tell the police what you are gonna do...you obey what they say do.

Na...this guy was a bit too inebriated & cocky....I am not saying the cops needed to pop him but in the end, authority does not wield the sword in vain. If there is one person you want to absolutely obey, it is an armed police officer. Especially when he just pulled you for reckless.

So sad...not...

The SP was not the driver. The deputy used poor procedure if he said "Don't get up" rather than "Stay Down". The former is way to easy to misunderstand, and it's pretty obvious the shootee thought he was obeying the deputy.

Exactly what gave the cop cause to fire? He was unarmed, he was not fleeing, he had not committed a felony, and he was not endangering anyone including himself. Use of deadly force was utterly unjustified by law. The cop deserves to rot in a cell for a long time.

Which, exactly, of those behaviors rises to the level of requiring the officer to use deadly force to stop said behavior?

I take it you didn't watch the video, or at least a version with sound. You can hear him tell the cop plain as day that he is a member of the service, and you can hear the cop tell him plain as day to get up twice. The kid obeys and gets shot. If you've seen the video, I don't see how you can defend the cop's actions.
